Saudi Arabia has officially rolled out a flexible working hours initiative across six key business districts in Riyadh, and it is a move that signals a real shift in how the capital approaches urban mobility and employee wellbeing.

What Is the Initiative?

The Royal Commission for Riyadh City (RCRC), working alongside the Ministry of Human Resources and Social Development, has introduced a four-hour flexible attendance window for employees at more than 50 government entities operating within six designated work zones.

This means employees no longer have to rush in at the exact same time as everyone else. The whole point is to spread out the morning commute and reduce the pressure on Riyadh’s road networks during peak hours.

Which Districts Are Included?

The six zones covered by this initiative are:

  • King Abdullah Financial District (KAFD)
  • Digital City
  • The Diplomatic Quarter
  • Laysen Valley
  • Granada Business
  • Roshn Front

What Are the New Working Hour Windows?

The flexibility depends on which law governs the entity you work for:

Government entities under the Civil Service Law can start work anytime between 5:30 AM and 9:30 AM.

Government bodies governed by the Labour Law follow an attendance window between 7:00 AM and 11:00 AM.

Who Does This Apply To, and Who Is Excluded?

The scheme covers administrative roles that have fixed working hours. It does not apply to sectors that require continuous staffing, including healthcare and public education. Those sectors still operate on fixed schedules due to the nature of their services.

All government entities within the six districts are required to comply while maintaining normal business operations and service levels.

Why Is This Happening Now?

Riyadh is growing fast. The city has seen a sharp rise in population and commuting demand over recent years, and the road network has felt that pressure. By distributing when people travel to work, the initiative aims to ease morning traffic, cut down on congestion, and ultimately make daily life in the capital a little smoother for everyone.

This is not a standalone measure. It is part of Riyadh’s broader urban development and transport strategy, and it fits directly into Saudi Arabia’s Vision 2030 transformation agenda, which places a strong emphasis on livability, sustainability, and workforce quality of life.
